RULES AND REGULATIONS
Adopted February 27, 2007
General League Rules
G1 These rules and regulations are to be read in conjunction with applicable FIFA, USSF, and NMSSA rules, including the USSF Administrative Rulebook.
G2 Only registered players in good standing shall be permitted to play in competitions under the auspices of Gallup Adult Soccer League ("GASL" or the League"). A team which knowingly uses unregistered players or registered players not in good standing shall automatically forfeit all games in which said players have participated and further action may be taken. The captain and player shall be suspended for one calendar year for violating this rule.
G3 All teams affiliated with GASL shall honor any and all orders of suspension issued by GASL or its affiliates. A player under suspension is not in good standing.
G4 All teams shall play according to official League rules.
G5 Attendance at the following monthly meetings by Team Representatives is mandatory:
August, September, October, November, February, March, April, May
Any team not represented at a mandatory meeting shall be fined $ 25, payable within seven (7) days of the missed meeting
G6 Amendments to the Rules and Regulations may be made at any meeting by a majority of the voting members present, provided all member teams have been given notice of the meeting.
G7 A plea of ignorance about the Rules and Regulations does not constitute a defense for any sanctions imposed pursuant to the Rules and Regulations.
G8 Any player who practices or plays while associated with GASL assumes all risks for possible injury to his/her person or property and agrees to indemnify the League for all damages or costs suffered by the League. This will be a condition for League membership.
Player and Team Registration
R1 A team desiring to enter League play shall send an authorized Team Representative to attend the League's monthly meetings and shall meet all the requirements set forth herein. A new team may only join and become a member of the League at the time of the League meetings prior to the commencement of each playing season, with the approval of the league.
R2 The last date to register a team in GASL for the fall season of soccer shall be the August meeting immediately preceding that fall season. Team registration shall consist of at least seven (7) nonrefundable player registration fees and a non refundable team fee being paid. The deadline for admission of any new teams for the spring season shall be the February meeting immediately preceding the start of that spring season. The same team standards shall apply for registration in the spring season as apply for the fall season
R3 No less than two (2) weeks prior to the beginning of the fall season and the spring season, GASL will hold mandatory Rules and Conduct meetings to review League operating procedures and rules, as well as disciplinary standards to be applied. Every team registered must have a representative attend this meeting, although such representative does not have to be the designated Team Representative or team captain. In any case, such team representative shall be responsible for passing all information received at this meeting to his team members. Such meetings shall be conducted in both English and Spanish. Any teams not attending the Rules and Conduct meeting will not be scheduled to participate in the soccer season for which such meeting was scheduled. Individual players from such ineligible teams will be in good standing and able to transfer to other GASL teams. The dates for such Rules and Conduct meetings will be established at the August and February meetings.
R4 Every player shall be registered on a properly completed registration form designated by GASL. Registration forms must be signed by both the registering player and the Team Representative. Following the completion and acceptance of the GASL registration form, the team representative will be issued a player pass for the registering player. Team affiliation will be designated on the validation label supplied with the player pass. A player pass without a current validation label or without a team name on the label is not a valid pass and will not be accepted for admission to GASL or NMSSA sanctioned games.
R5 Player registration must be completed prior to a player participating in any League-sanctioned activity. Registration includes submission of a completed and signed registration form, production of a player pass, and payment of individual player registration fees.
R6 A player may register during any standard GASL registration session and be eligible to compete in the next game on the team with which the player is registered.
R7 The registration fee should accompany the registration form. The registration fees shall be set annually by the Executive Committee.
R8 A player whose player pass is lost or misplaced may have a new card issued under the same USSF ID number. The fee for replacing the card is $ 5.
R9 The playing year runs from September 1 through August 31 of the following year, and consists, in order, of three seasons, the fall season, the spring season, indoor season and the summer season. The fall season includes September through November, the spring season includes January through May, and the summer season includes June through August. A game counts in the season in which it is actually played, unless it is a makeup game.
R10 Each Team Representative shall register the team on a properly completed team registration form designated by GASL, which form shall accompany the individual player registrations. Team colors, which must be approved by GASL, shall be designated on this form.
R11 The submittal of a signed player registration form by the player and team rep. binds that player to that team for the season, unless transfer procedures are completed. Players may only be registered with one team at any given time. In order to change teams during the season, a player must do the following:
(a) Sign a new USSF registration form with the new team, pay the transfer fee as set by GASL, and affix a new validation sticker to the player's USSF pass. No transfer will be considered complete until the new USSF registration form is completed AND signed by both the player transferring and the team representative of the team to which the player is transferring. No validation sticker will be issued by the Registrar prior to the completion of this process and players will remain on the roster of their old team until the process is completed.
(b) Refrain from playing the first game immediately following the transfer.
R12 No player transfers will be affected in any one season after the halfway point in the season (e.g., the fifth game in a nine or ten game season).
R13 Transfers completed during the non-playing winter portion of the League outdoor schedule (generally considered to be December through February) shall not require that a player refrain from playing for one week.
R14 Disputes arising between players and Team Representatives or between Team Representatives regarding their ability to transfer players between teams shall be resolved by the Appeals and Disciplinary Committee.
R15 A player may only transfer once per season.
R16 No team shall have more than twenty (20) players registered at any given time. Teams shall consist of 20 players, males and females with a maximum of 17 males. A player shall be considered dropped when his pass is returned to the Registrar or a properly completed Player Drop form is completed and returned to the Registrar.
R17 Players shall be 18 years of age or out of High School to be eligible to play, it is the policy of GASL not to compete for players with, or otherwise hinder, and youth soccer association in New Mexico or NMAA.
R18 If a team disbands or forfeits two or more sanctioned League games during a playing season, all fees paid to the League shall automatically be forfeited and the League shall retain the proceeds and the team so forfeiting shall automatically waive any right to return of such payments.
No team or its registered players shall be allowed to play in League games unless the team's membership is active and in good standing, including payment of all fees and fines. Written notice shall be sent by the President to any team whose active membership is in jeopardy. Such notice shall be sent by certified mail, return receipt requested, to the last known mailing address of the authorized Team Representative and shall constitute valid notice even if refused or undelivered.
No player registered to play in the League may transfer to or play for another team in the League unless the team he is, has been, or was last registered with has paid all of its dues, operating fees, and fines. Any player who pays the League ten percent (10%) of the balance owed to the League by the team shall be permitted to complete the transfer procedures as described herein. Payment of the ten percent must be made in addition to paying the standard transfer fee as set by the Board annually.
R19 Players from any team that disbands during a playing season shall be eligible to transfer to other League teams upon completion of the transfer procedures described in Rule R11, if such disbanding is accomplished through the following steps:
(a) a written request to disband must be forwarded to the Executive Committee, in care of the President, and must be signed by seven (7) players currently on the team roster
(b) any outstanding fees, fines, and assessments payable to the League or NMSSA must be paid.
The Executive Committee may then approve the disbanding and will take the appropriate steps to notify other teams and the referee scheduler as required.
No more than three players from a disbanding team may transfer to another GASL team during the playing year in which the disbanding takes place.
As noted in rule R18, if a team forfeits two games during a playing season without providing proper notice to the League (as defined in the Points system) the members of that team will be ineligible to transfer to any GAFL team pending the dissolution of the team under the rules described herein.
R20 GASL does not permit poaching of players on another team. No team rep can approach a registered player to suggest a transfer or for the purpose of recruiting.
Playing and Scheduling Rules
P1 Prior to each League game, each team must submit to the referee a team roster on the League approved form and a League-issued player passcard for each player on the roster supplied. All players who are eligible for the game must be listed on the roster. Players not included on the roster will not be eligible to participate in the game. Every player must wear a numbered jersey, which number shall be different from every other player on the team and shall correspond to the number shown on the roster form for that player.
P2 A player without a pass may not play in a game. A player whose passcard has been lost by the league or a referee may receive permission to play in a game without the passcard through procedures implemented by the Executive Committee. Arrangements must be made no later than 24 hours prior to the game in which the player seeks to participate.
P3 Each player shall present to the referee his player pass before the start of the game. All passes are to be returned to the captain or Team Representative at the conclusion of the game unless the referee retains the pass because of misconduct or other violations.
P4 Where the colors of the team uniforms fail to clash sufficiently, the home team shall change colors.
P5 Each team must present a game ball to the referee, who will make a decision as to which ball shall be used in the game.
P6 Each game must start no later than fifteen (15) minutes after the appointed time. If, at the end of fifteen (15) minutes, a team does not have seven (7) players, the game is forfeited. If, at the end of fifteen (15) minutes, neither team has seven (7) players, the game shall be declared a double forfeit and no points awarded to either team in the standings.
P7 Coaches and substitute players shall remain in the immediate vicinity of their assigned benches during playing time.
P8 Substitutions shall be unlimited. Substitutions may be made, with the consent of the referee, at the following times:
(a) Prior to a goal kick in either team's favor;
(b) After a goal by either team;
(c) After an injury, when the referee stops the game, by either team;
(d) At half-time, by either team;
(e) Prior to a throw-in in favor of the substituting team.
P9 Length of games shall be two thirty-five (35) minute halves, with a minimum five-minute half-time period.
P10 Any team that walks off the field because of protest or argument will automatically forfeit the game.
P11 Any team that neglects to take nets down as scheduled by GASL shall be subject to a $ 25 team fine. If such nets are stolen or lost due to such neglect, the team will be fined $ 50 plus the replacement cost of nets and attaching straps as incurred by the League. No players will be allowed to transfer from such teams that have been so penalized as long as such fines remain unpaid and such teams will not be considered to be teams in good standing pending payment of such fines. Any GASL games scheduled during the time such fines remain unpaid shall be considered forfeited games, not to be rescheduled by the League.
P12 In order for a team to postpone a game, the following steps must be taken in this order:
1. Two (2) weeks notice is necessary before a game can be postponed.
2. The captains of the game must agree to the postponement. If there is no agreement, the game cannot be postponed.
3. If the Captains agree to the postponement, the Executive Committee must be notified and approve of this postponement. If disapproved, the game cannot be postponed.
EXCEPTION: For any GASL team involved in USSF National Cup, NMSSA State Cup, or an out of state tournament, GASL will reschedule the games of participating teams occurring on those dates.
P13 The rules of relegation shall be applied at the end of the playing year.
P14 If any League equipment, such as nets, corner markers, balls, etc., is issued to a team, that team's Team Representative or coach shall sign a receipt for the equipment and the team shall assume complete responsibility for the equipment until it is returned and the receipt is voided.
P15 When the winners of the League competition have been decided, the League shall deliver the trophy(ies) to the team officials.
P16 For purposes of team standings, 3 points will be awarded for a win, 1 point for a tie, and no points for a loss. No points will be awarded for goals scored.
P17 In order to play a team out of town, a GASL team must secure permission from the GASL Executive Committee. In order for a GASL team to play an out of state team, the GASL team must secure permission from the GASL Executive Committee and NMSSA.
Referee Relations and Authority
RA1 If a player is ejected for misconduct, the referee shall deliver the pass to the person designated by the Referee Coordinator and that player shall be ineligible to play until the pass is returned.
RA2 The referee shall have the power to decide the fitness of the playing field in all matches. The referee shall also have the power to postpone the actual commencement of the game or to interrupt the game for a short period of time in the event of inclement weather or accidents on or around the playing field.
RA3 Any game for which a referee is officially assigned will not count as an official GASL game in the event it is not refereed by an officially appointed GASL referee.
RA4 Referees shall be paid a fee mutually agreed upon by both the League and the referee association. Payment shall be by League check and shall be rendered immediately after authorization by the head of the Referee Committee.
RA5 Upon completion of the game, the referee shall check the game report for accuracy before signing it. The referee shall mail or otherwise provide the report to the appropriate authority as designated by the Referee Coordinator. The referee shall also provide to the Referee Coordinator a copy of the game report in cases in which a player has been ejected for misconduct or other violations, along with the pass of the player ejected.
RA6 If a referee attacks a player physically, the captains have the right to stop the game. In such case, the game shall be replayed. A report should be sent to the Referee Coordinator.
RA7 Referees may be asked to appear before GASL committees at any time to explain their reports or to testify in appeals and disciplinary hearings.
RA8 the referee shall have the authority to stop or suspend play in any match when the referee deems it necessary due to spectator interference, and to request that the individual(s) creating the disturbance immediately leave the playing area to a minimum of 100 yards from the field. Said individuals shall remain silent for the remainder of the match. Failure of any individual ejected by the referees request to leave shall result in the referee terminating the game. Any such incident shall be reported by the referee immediately to the Referee Coordinator. Action resulting from such termination shall be determined by the Appeals and Disciplinary Committee.
RA9 Coaches and team officials shall be subject to all rules pertaining to misconduct contained herein, including cautions, ejections, and standard suspensions. Other individuals who may reasonably be construed as being associated with a team, such as relatives and spectators, shall also be subject to the authority and jurisdiction of the League and NMSSA.
RA10 Any coach or team official shall be held responsible for the actions of any individual(s) at any match that, in the opinion of the referee, is a supporter of the team. Prolonged remarks or abusive disagreement with the referee or linesman by such individual(s) shall result in a request by the referee to the coach/team official to control the unacceptable behavior. If the coach/team official cannot or will not control the individual(s) involved, the referee shall have the authority to caution the coach/team official for ungentlemanly conduct. If the disturbance continues uncontrolled and with no attempt be the coach/ team official to control it, the referee shall have the authority to eject the coach/team official for persisting in misconduct after having received a caution.
Appeals and Disciplinary Committee
AD1 All appeals of disciplinary actions or game protest shall be directed in writing to the head of the Appeals and Disciplinary Committee, accompanied by a $ 25 fee. The fee will be returned if the appeal or protest is upheld; it shall revert to the GASL treasury if the appeal or protest is denied. In the case of individual suspension, the fee may be waived if requested. All protests are to be made within one week of the protested action.
AD2 Decisions of the Appeals and Disciplinary Committee may be appealed to the Executive Committee of the League. Procedures and fee for the filing shall be the same and should be directed to the Secretary. Appeals of the Executive Committee may be made to the New Mexico State Soccer Association in accordance with the Associations procedures. In all decisions delivered by the Appeals and Discipline Committee and the Executive Committee, the protesting party must be advised, in writing, of the decision and the appeal procedures to be followed to the following appeal level.
AD3 Players or coaches guilty of pushing or otherwise attacking a referee (referee assault) or directing foul, insulting, abusive, or threatening language against a referee (referee abuse) shall receive a suspension as directed by the New Mexico State Soccer Association in enforcing UDDF policies regarding referee assault. Any player reported as having broken this rule in a referee's report may be subject to a temporary suspension until a disciplinary committee meeting is held. Such meeting shall be held within twenty-one (21) days of the incident.
AD4 Coaches and team officials, as well as spectators, are subject to the jurisdiction on the Appeals and Discipline Committee in a manner similar to the manner in which players are.
AD5 Any player (other than a team captain attempting to restore order or prevent disorder) who does not have the referee's permission to be on the field and who runs on the field during or immediately before or after a disturbance will be suspended from all GASL play for one year. Any player who, under the circumstances outlined above, carries a weapon onto the field will be suspended permanently from all GASL play.
AD5 Dissenting behavior towards an official will be issued a SOFT red card and the player would not be allowed to play the following game. The team may be allowed to substitute a player for a SOFT red card.
Cautioning a player 3 times during a season will result in a 1 game suspension.
Fighting would be a hard red card and the player will be suspended for the remainder of the season.
Changes adopted February 27, 2007
Any player sent off for violent conduct, including spitting at another person or an opponent, shall be suspended for a period of three league games and fined $50. The person sent of for such violent conduct shall be required to post a $50 cash bond with the League for a period of one year from the date of the send off. If the player receives another send off for such violent conduct during that one-year period, the person shall forfeit the $50 cash bond and be suspended for a period of one year from the date of the second send off. Further sanctions may be imposed by the GASL Executive Committee.
Any player sent off for serious foul play shall be suspended for a period of two League games and fined $25.
Any player sent off for fighting before, during or after a game shall be suspended for a period of six League games and fined $100. The person sent off for fighting must post a cash bond of $50 for a period of one year from the date of the send off. If the player receives another send off for fighting in any NMSSA sanctioned game, including League play, the person shall forfeit the $50 cash bond and be suspended for a period of one year from the date of the second fight. Further sanctions may be imposed by the GASL Executive Committee.
Any player sent off from any League game for the following reasons:
- Denies an opponent a goal or an obvious goal-scoring opportunity by deliberately handling the ball; or
- Denies an obvious goal-scoring opportunity to an opponent moving towards the player’s goal by an offense punishable by a free kick or penalty kick; or
- Uses offensive, insulting, or abusive language (not including referee abuse); or
- Receives a second caution in a game
shall be suspended for the following GASL game for which his or her team is scheduled, whenever that next game occurs and must pay a $10 fine for the sendoff prior to being reinstated to good standing. Games canceled do not count towards fulfillment of any game suspension. Players sent off from the final game of the fall season shall be suspended from the appropriate number of games of the spring season to complete the suspension and players sent off from the last game of the spring season shall be suspended from appropriate number of game of the following fall season. Players suspended from GASL outdoor league competition cannot fulfill their suspension by missing games in coed competition or in Over-30 competition. Players who do not pay a fine for send offs shall not be eligible to play in future seasons until such fines are paid.
Any player committing referee abuse, as defined by the policies of the United States Soccer Federation, shall incur a fine of $50 and a minimum suspension of three league games and shall be required to port a $50 bond for a period of one year. If the player again commits referee abuse, the player shall forfeit the $50 cash bond and be suspended for a period of one year from the date of the second referee abuse. Any player committing referee abuse for a second time shall be suspended for a minimum of one year from all NMSSA sanctioned play and shall be required to post a $250 bond for a period of one year on returning to active status. Further instances of referee abuse committed by a player shall result in additional one-year suspensions, forfeiture of the $250 bond, and posting of a new $250 bond for each incident.
Any player guilty of committing referee assault, as defined by the policies of the United States Soccer Federation, shall incur a minimum fine of $250 in addition to suspensions called for in the policies of the United States Soccer Federation. Any player guilty of committing a second referee assault shall be fined a minimum of $1,000 and suspended from the League for a minimum of five years.
Any team whose fans, spectators, or supporters enter the field of play during a game or attack either the referee or players on the opposing team shall be suspended from play pending an investigation by the Executive Committee. Such teams, if allowed to continue to participate in League play, shall post a minimum $1,000 performance bond for a period of at least one year. Any further fights or fan disturbances during the one year period by the team shall result in the forfeiture of the bond and the team being removed from further league play.
Any player that transfers to another team during the suspension period for a sendoff must miss the game for the transfer and the game for the ejection. A player may not count one game towards both the transfer and the ejection.
A player who receives three cautions during a season shall be suspended for one game following the third caution. There is no fine for the third-caution suspension.
A player who receives two sendoffs during the same season shall be suspended for two games following the second red card. If necessary, the suspension will be served in the next season.
Suspended players must sit out the suspension period even if they transfer to another team in the meantime.
When a player with individual points transfers his individual points remain for any misconduct accrued with the team from which the player is transferring.
All individual points are canceled at the end of the playing season, except that suspensions will carry over into the next year.
Any team who voluntarily forfeits a game in League competition, without providing proper notice to the League, or who abandons a game shall be fined the game fee. Such fine shall be due and payable within 5 days of the forfeit game.
Proper notice is defined as notice to the Team Representative of the opposing team, GASL President, and Referee Coordinator by midnight of the third day preceding the game, e.g., midnight Thursday for Sunday's game.
In all circumstances in which a GASL game is declared forfeit by the A&D Committee all individual player penalty points shall remain on the individual player record and all appropriate suspensions and fines shall remain in place.
Fighting and violent conduct send offs shall result in any player being issued such send off appearing before the A&D Committee prior to returning to good standing in the League. No player shall participate in any GASL sanctioned activities during such suspension period.
All fan disturbances, failure to show without proper notice for games, or abandonment of the field of play shall result in the Team Representative appearing before the A&D Committee prior to the team's next scheduled League game.
During the regular League season (spring or fall), the A&D Committee shall conduct meetings each Saturday to hear protests and appeals. During the week in which the monthly League meeting is held, the A&D Committee shall meet following the League meeting rather than meeting on Saturday.
Teams who engage in fights involving multiple players from each team and/or fans and spectators shall be suspended for a minimum time period of the remainder of the season in which the event takes place. The Executive Committee shall determine the appropriate suspension period for the team. During such suspension, the team shall be ineligible to participate in any sanctioned tournaments and players may not transfer from a suspended team. The Executive Committee may require that the team post a performance bond when it is allowed to return to play.
Gallup Adult Soccer League
Constitution
OCTOBER 2004
Article I
The name of this organization shall be Gallup Adult Soccer League and it will be known hereafter as the "League".
Article II
The purpose of the League shall be to promote the sport of soccer in any and all lawful ways and to organize and conduct soccer teams and tournaments.
Article III
The territory under the jurisdiction of the League is defined as the Gallup NM area.
Article IV
The headquarters of this League shall be in the City of Gallup, New Mexico.
Article V
The governing body of the League shall be the Executive Committee, in compliance with the League Constitution, By Laws, and Rules and Regulations.
Article VI
Part 1. The Executive Committee shall consist of the following officers:
1. President
2. Vice President
3. Secretary
4. Treasurer
5. Directors (3)
Part 2. The officers of the Executive Committee are all elected to office at the Annual League Meeting. Terms of office for the positions will be two years, and will begin immediately upon adjournment of the meeting at which they are elected.
Part 3. The line of succession for conducting meetings in the case of absence shall be in the above stated order as listed.
Part 4. Elections will be conducted at the Annual League Meeting; vacancies which occur between elections shall be filled by appointment by the President.
Part 5. The election of the above officers shall be done by majority vote of the Team Delegates, of which there shall be one delegate per affiliated team. Each delegate shall have one vote. If unable to attend the Annual Meeting, the Team Delegate may appoint an alternate for the meeting by providing the individual with written authority.
Part 6. A vote can only be exercised by a team that is affiliated with League and in good standing.
Part 7. Any officer that misses three (3) consecutive meetings shall have his/her position declared vacant. An officer may resign by submitting a written resignation to the President who shall declare the position vacant.
Part 8. The President or his or her assignee may attend the City of Gallup Sports Commission meetings as an official representative.
Part 9. The Treasurer must submit an annual financial statement and proof of insurance to the City of Gallup Sports Commission providing that commission is still a city commission.
Article VII
Any properly constituted team that operates within the physical boundaries of the League may become a member of the League if all the requirements of membership are met and the League approves such membership by a majority vote of the Executive committee. Applications for membership must be accompanied by required dues and membership fees as set by the Executive Committee. All amounts shall be returned if the applicant team is denied membership.
Each member team, provided it is in good standing, shall have one voting delegate. A voting delegate shall have one vote where a vote is deemed necessary by the League President.
To be in good standing in this League, a member team must meet all of the following requirements:
(a) All current dues, fees, and assessments due this League must be paid. Dues of members are payable on a registration date set by the Executive Committee and become delinquent with the commencement of League play for the first playing season following the due date.
(b) All players and teams must be properly registered and the teams must provide the Executive Committee with the names, addresses, and phone numbers of the team leadership, including the Team Delegate.
(c) A member team failing to meet any requirement(s) of good standing shall be subject to discharge from the League, which would include all of the entitlements therein. Such discharge shall be accomplished by a majority vote of the Executive committee of the League.
(d) Each member team shall be furnished a copy of the Constitution, By-Laws, and Rules and Regulations of the Gallup Adult Soccer League.
Article VIII
The League shall have jurisdiction over all member teams and players affiliated with it. Each team shall abide by the Constitution, By-Laws, and Rules and Regulations of the League and shall comply with its authority.
Article IX
The Team Delegates shall be sent notice of all meetings as if they were members of the Executive Committee.
Article X
The Executive Committee shall hold regular monthly meetings except during the month of May when the annual General Meeting is held. All Executive Committee meetings shall be open, with the exception of those special circumstances for which the Executive Committee votes to go in to temporary secret session. Four Committee members shall constitute a quorum. The order of business for such meetings shall be:

Officers are allowed to succeed themselves and may run for re-election.
Article XII
Amendments to the Constitution may be made at any meeting of the League by a vote of two-thirds of the voting membership present, provided all the member teams have been given fourteen (14) days written notice of the meeting and a written copy of the proposed changes. Voting members for this purpose are defined as Team Delegates of affiliated teams in good standing.

By-Laws

Article I
The President of the League shall preside at all League meetings. He shall appoint all service committees. He shall cast the deciding vote in the event of a tie at any meeting, or he may waive the right to do so. He is responsible for the League and must be informed of everything that goes on. He is responsible for the growth and welfare of the League. The President shall handle all matters pertaining to publicity and the media. He/she may publish a newsletter for members of the League. He/she will also be responsible for maintaining the official standings and point totals for all League teams.
Article II
The Vice-president shall succeed to the powers of the President in his absence. He shall be the chairperson of the Appeals and Disciplinary Committee and shall report the functions of this Committee. He shall continuously review the rules of this League and receive input from the teams and players on proposed changes in League rules. He shall make recommendations to the Executive Committee concerning such changes. He shall be responsible for maintaining a current list of League rules which shall be made available to member teams. He shall handle liaison duties with referee associations. The vice-president shall be responsible for assuring that the fields are properly lined and maintained. It shall also be his responsibility to assure that the League playing equipment is maintained properly and in amount adequate to service all the League teams. It shall also be the responsibility of the Fields and Equipment Chairperson to make recommendations to the Executive Committee for expanding the playing facilities of the League, particularly playing fields. He will also maintain liaison with City Parks and Recreation Department for securing and maintaining fields. The Fields and Equipment Chairperson is authorized to cancel all GASL games in Gallup if, in his opinion, bad weather will cause the fields to be damaged by GASL play.
Article III
The Secretary shall keep accurate minutes of all League meetings, handle all correspondence, provide notice of meetings, and with the Treasurer be jointly responsible for the Annual Report. He will supply affiliated teams with a complete schedule of league games to be played, when the schedule becomes available. He shall maintain a list of member teams in good standing and their official delegates to meetings of this League, a list of disciplinary actions taken against players, coaches, managers, referees, and member teams and promptly advise all members of changes in these lists. He shall be responsible for appointing Assistant Secretaries as needed. The Registrar shall be responsible for conducting the annual registration of the teams and players and for maintain complete registration records of all teams and players. He shall also be responsible for issuing player identification cards to affiliated players. He shall appoint Assistant Registrars as deemed necessary. He shall also be responsible for keeping track of all games played and the results. He must form standings after every week's play and make them available to the Public Relations Committee for release.
Article IV
The Treasurer shall collect all dues, fees, and assessments and have charge of all monies of this League and shall keep a detailed account of income and expenditures thereof. He shall submit a written report of income and expenditures bimonthly at the regular monthly meetings of this League. He shall pay all bills properly passed upon and approved by the Executive Committee. He shall have full charge of all property of this League. He shall also serve as chairperson of the Budget and Finance Committee. The Treasurer shall provide a receipt for all monies received, which shall be deposited in a recognized bank in the name of the League. All bills shall be paid by check and require two signatures, The Treasurer's and one other member of the Executive Committee. However, the Treasurer (or, in his absence, the President), is authorized to spend up to $ 200 without the need for a second signature and without a specific delegation by the League quorum majority. The books shall be kept up to date and properly balanced and shall be produced for inspection whenever the Executive Committee requires it. He shall also be jointly responsible with the Secretary for the preparation of the annual Report.
Article V
Any member of the Executive Committee shall be required to resign following a vote of no confidence in his ability to remain in office. The vote shall be by a two-thirds (2/3) majority of the Executive committee present, provided all members have received due notice and copies of the petition.
Article VI
A member of the Executive Committee can be a member or official of a team or club. In the event of a grievance involving said organization, he may not act in its behalf nor be entitled to vote on the grievance.
Article VII
Each member of the Executive Committee may form a committee or appoint assistants to help carry out the functions of the position; provided that the Vice-president is required to appoint an Appeals and Disciplinary Committee, consisting of at least two person in addition to himself. One of the members of the Appeals and Disciplinary Committee shall be a referee or have had referee experience if that is reasonably possible.
Article VIII
Amendments to the By-Laws may be made at any meeting of the League by a vote of two-thirds of the voting membership present, provided all the member teams have been given fourteen (14) days written notice of the meeting and a written copy of the proposed changes. Voting members for this purpose are defined as Team Delegates or affiliated team in good standing.
